看到你的帖子，如果你已经缴付南澳大学学费的话，南澳大学有权要求你要缴付一部分的行政费用，才会给你退学。因为依据南澳大学的收费准则，一旦给了你COE，然后你已经确认offer和缴付费用，那么便变成了一份有法律效力的合约，你必须遵守合约，准时开课。
如果你现在决定在南澳大学退学， 南澳大学是有权向你收取行政费用的。
我提议你同南澳大学协商，并向他们解释，你已经决定入读阿德莱德大学。看他们是否可以使用酌情权，豁免你缴付该行政费用。
