關於停車問題

因為自家２面剛好處於圓環上面外頭都有劃黃線不能停車
如果把車停在隔壁戶的公有道路（無劃黃線）上不占用出入口是否違法,隔壁住戶是否有權利請政府將車與其拖吊？
