学生ENROLL OR NOT?

I applyed a Tafe  translating course through SATAC on Jan 2012. I didn't pass the translating course, but passed the interpreting course. I had some problem with the offer, so I got my student Id after the course started. That's the email Tafe staff sent it to me :

SATAC has finally allowed me to enrol you into the course for Semester 1 – I have attached your official offer letter so you have your ID and password to login so you can see your subjects, pay your fees and add any concession you may have.  Does that mean that I've been enrolled to the course?

I went to the induction and first class. I didn't sign any paper work or anything. Due to my health issue, I decided not to go on study any more, so I just stopped going, thinking of going this semster. But didn't go anyway.

I saw sb asked you question regarding 'owing UNISA tuition fees', so I rang TAFESA up today. They said that I've enrolled and didn't withdrawn my application, so I owe them last semster tuition fee. I never sign any paper work or enroll on line myself, am i liable to pay those tuition fees?
