请教郑律师，关于在读博士的PR申请

您好！

我是南澳大学的在读博士。澳洲这边博士学习在论文提交审查以后，就算结束了，即可以在新的岗位开始full time的工作，可论文审查期间博士学位证书还没有颁发，要到审查期3个月后，再修改再提交后（可能还需要近两个月），才能得到学位。像我的情况，要得到本土的博士学位，才能够独立技术移民的分数。因此PR问题困扰了绝大多数找工作的应届博士学生。

请问，像这种情况，博士申请PR如何安排才能尽量损失少得时间？有没有办法能提前申请，后补材料，从而使损失的时间最小呢？

申请技术移民的PR，首先第一步是你的职业评估是否能通过，如果你的评估机构要求你提供学位证书而你不能提供，这很有可能通过不了，后面向移民局的申请就无法进行。一份职业评估也要几百澳元，如果他们不接受你后补文件，那么你要等证书拿到以后再重新交款做一次，到不如等到学位证拿到再申请。
