前几天，我的车被一大卡车追尾，对方全责。 我的车被拖到拖车厂。

对方想跟我私下了结， 他付了拖车费， 赔了我的车钱，说是买下了我的车，他打算去修理后，再卖出。我们填写了车辆过户的绿单，他拿走了我的车牌。

后几日，拖车厂要我过去取回车牌，说不然就罚我款。我很困惑。 原来对方改变主意，不打算过户了，他把车牌交给拖车厂，叫我去车管所作报废处理。 我的车已被他报废给了拖车厂。

我想问， 双方没有过户，车牌在我手上，那就应该我仍是此车车主。那么对方是否无权报废此车，而拖车厂是否也无权接受他的报废申请？ 拖车厂没有任何文件，是怎么做的车辆报废处理的？

如果我不去车管所报废此车，会有什么结果？
如果车辆不做报废，也不开上马路，是否还要交强制险？
