你好。
我相当同情你朋友的遭遇。但是向警察提供虚假资料，包括：地址和生日，都是违法的。一旦被警察调查发现，可能会被起诉多两条罪（1. 提供虚假资料；2. 妨碍司法公证）。
我认为你朋友应该尽快主动去警处解释当时的情况。通常这类罚单都是以邮递的方式，寄到你朋友所提供的地址。如果，你朋友提供的地址是错误的话，那么就没有办法收到这些罚单，那么这件案件永远也不会结束。
再者，罚单过期后，警处会自动出一份传召令，届时会影响你朋友出境的程序。

恩，我朋友想明天等警察局上班就立刻去修改，就说当时因为紧张而且英语不好，想再核对下信息，因为事情发生在上周五，这两天警局都休息，所以因该罚款信息还没输到系统里，是不是就能改呢？而且当时我朋友说很奇怪，那个警察并没有用正规的罚款单写地址什么的，只是用一本小笔记本记录，也没有给我朋友留下任何notice或者罚款单之类的。另外，您知道没装前灯罚款多少吗？还有请问您电话是多少呢？我们想电话咨询。
