关于个性车牌的问题

但是我当初的本意是要把我的个性牌保留下来的.

个把月后,D把车卖给一个澳洲人,连车牌. 于是我联系了PPQ,解释了我目前的状况,做了一些咨询. PPQ告诉我,车牌还是rege在我的名下.也就是说我仍然是车牌的法定拥有人.PPQ并且回复我只要我付76.8元就可以再补一块车牌了,然后装到我现在的车上.
于是我也按照他说的付款了,但是当我拿到补回的车牌去transport的时候却被告知我暂时不能这么做.因为那块车牌还是跟着原来的车,即便我是车牌的主人也不能直接把那块车牌从原来的车上撤掉.除非我能联系上现在开车的车主,并且得到她的签字才能把车牌拆掉换到新车上.

问题来了,我反复询问所得到的答复是车牌属于我,但是别人在用.而我现在却不能干涉别人的使用.
我想知道,这种情况下,如何把我的车牌要回来?
