How to allocate public funds wisely has long been a thorny issue for the policymakers and now the newly-emerged problem hunting the government is to decide whether the running cost of universities should be collected from students and non-governmental entities while the government capital investment is applied to monetarily reward top students only. As far as I am concerned,I find it hard to agree with this opinion.(注意首段的同义词替换,积累起来并运用到自己的作文中)
It is undeniably a necessity to provide scholarship to best students. As an approach to stimulate students' interest in learning and encourage them to work harder,it would well serve the purpose of boosting the development in certain areas. To be more specific, with the vivid example set by their peers indicating that excellence earns financial reward, university students would be more likely to throw themselves in study. It offers an incomparable opportunity for the government to cultivate talents for some specific fields that are hungry for fresh blood, like military, medical service or traditional culture protection.
However, this never means the public funds should be utilized to reward top students only. Instead, other problems may be derived from this policy. The normal operation of a university involves many trivial yet important costs. Whereas, for a large number of young universities that have not been known by the public,it is challenging for them to attract students nor private organizations, thus no tuition fees or sponsorship. That is to say, this policy would undermine the development of universities. Moreover, yearning for money, there is a great possibility that the universities may exaggerate their merits and qualifications so as to attract more students. It is nothing less than a fraud and would mislead the students who would have become productive members of the society.(再转折)
In conclusion, the government funds, other than used for providing monetary reward for excellent students, should also be applied for other activities to ensure the normal function of universities.

One of the problems that have constantly troubled the government is how to manage public funds reasonably so as to ensure that its revenue is spent in the most cost-effective way. Some cannot help wondering whether the gpvernment should only support best students in universities.
people are, to some extent, justified instating that he funds should only be provided for the best students. With limited funds and so many fields to support, the government ought to manage the money wisely. If the funding of a university relies solely on the government, we cannot expect the country to enjoy a long-term economic development. It is also impossible for medical care system and'infrastructural construction, which also relies heavily on the government, to run well.
However, to be partial to the sacalled tab students devi?ies from what we expect Of the government, one of whose principles is*o ensure that every one is given equal right to enjoy public resources. To offer top preferential despite its original purpose to save public funds, may incur people's—doubt “put they authority and credibility of the government.
Another question is the difficulty in defining what kinds of students are really top. Bill Gate did not finish his study in university, he-can never becalled a top student, but he far exceeded his classmates in terms of the contribution to the.ociety. In other words, to be good in academic performances does not always mean that students can serve the pub ic well after graduation.
In conclusion, I disagree with the view that the government should only support the top students. Even if well intended, this measure might face unpredictable factors and lead to people's dissatisfaction with the government. 286 words

首先,每一个大学生从某种意义上都是“好学生”,都应该得到政府的支持;
其次,即使按照学校标准划分了“好学生”,只资助这些“好学生”会让很多贫困家庭的孩子无法上学,使他们失去获得公平教育的机会;
The government in any country provides funding for the development of itshigher education, but there are divided opinions about where this government funding should go. Should it go exclusively to those “top students” or indiscriminately to all students? My personal view is, however, quite definitive: the government money should be provided for all students.
解析
(1) higher education
(2) divided opinion
(3) exclusively
(5) definitive
To begin with, the concept of “top students” is rather vague or sometimesdownright mistaken. As I see it, all university students are “top” in one way or another. Some of them may be good at their academic subjects, while others may excel in music, sports, designing, to mention only a few. As each student is unique in his/her own way, to sort out a few and label them as “top students” is senseless and misleading. Then, secondly, even if we manage to define some students as being “top” in accordance with a set of (oftenbiased) standards, those from the poor families who happen not to fall into this “top” category will have a hard time going to college if they are not able to use the government funding. This means many students may lose the opportunity to receive higher education. Ultimately, government providing funding only for the “top students” is itself a bad thing to do, because it runs against the spirit of higher education, that is, to foster the sense of equality, fairness and justice.
解析
(1) concept 概念
(2) vague
(3) downright 完全地
(4) as I see it 在我看来;我认为
(5) excel in…
(6) label 标签
(7) biased
(8) ultimately
(9) foster
This does not follow, however, that the hard work of those “top students” should not be rewarded. My suggestion is that they be rewarded in various forms of scholarships. In this way, the “top students” are positively encouraged and meanwhile other students are not deprived of the government financial support.
解析
(1) this does not follow that…
(2) reward
(3) be deprived of… ……

Some people believe that all government funding should be used to award best students, and funding from student fee and private organizations can meet budget shortfalls of universities, but I cannot agree with this opinion.
Admittedly, using government funding to award excellent students can motivate students. When students receive scholarships from universities, they may have a feeling that they are also recognized by governments since those scholarships are sponsored by the authorities. Then, these top students may be more willing to study harder and make contributions to both their universities and society. However, there still exist demerits if government funding is only used for awarding top students.
To begin with, charging poor students may deprive them of the opportunity of learning. For some poor students, the only way for them to go to universities is to get a scholarship. However, if they do not perform well in the entrance examination for universities, they may not receive scholarships from governments. Then, they lose the access to universities, which actually means that they lose an opportunity of changing their life.
In addition, private organizations may refuse to fund universities anymore. It is common that private organizations will set some regulations for utilizing the funding they provide. For example, some organizations may regulate that their money can be only used to award students with some traits, such as their nationality or their beliefs, but not their academic performances. If universities chooses to use such funding for other purposes, private organizations may stop their financial support for universities in the future.
In sum, it may not be an optimal choice for universities to allocate all government funding to scholarships for top students and it is not wise for universities to raise all other funding from private organizations or rely on student fee, considering that private organizations often regulate the way money is used and poor students may not afford the expense of tertiary education.
