不知道是算被拒还是录取,,我该怎样回复和陶瓷??

今天我收到了学校的email了.内容是:
Your application has been processed and the problem is your Toefl score is
not good. Otherwise you are a good student and from a good university. What I can suggest to you is that you take an IELTS test or Toefl test and achieve a score of 6.5 in the IELTS or 570 on the Toefl. When you achieve this you should get in touch with us and forward the test certificate and we will be very happy to offer you a place in the MSc programme of your choice.
学校算是给了我conditional offer还是不是?(我觉得不是).或者还是算为我留了位置,等我语言达到后再寄录取信来? 但我担心是一种客气的拒绝我的说法.
我现在要怎样做呢?我担心即使我英语可以了,他们也不给我offer..现在我还要跟系的director争取吗?
这封email应该怎样回复才好??大家说说意见.
