1. 实行时间？
暂定明年2012七月一号。
2. EOI？
以后不能直接递交移民签证类了，需在符合设置分数的前提下先通过EOI （expression of interest）到移民局，移民局根据他自己设置的selection model发出invitation，你收到invitation后才能递交移民申请。
3. selection model？
基本是按分数排序了。各个职业分数可能会有差别，不过越是热门分数设置将越高。
4. 什么是ceiling？
每个职业接纳人数都有上限，一旦满员，对不起，请下船。举个例子，比如今年独立技术移民配额是4万人，但是会计只有1万的配额。invitation是根据分数高低先后发出的。一旦前1万会计的invitation发完，就到此为止，剩下的人转入下一轮分配。EOI 两年有效。

如果eoi的配额中包含了1万个会计名额，如果在短短的两个月之内系统就把会计专业的学生申请排满了这一万个名额。那剩下的会计学生申请人，如果根据楼主的说法，就要等下一轮，也就是两年之后才能再次争取eoi的邀请函了吗？
这个挑战请太大了吧。
还有 eoi的配额是不是有个总配额 然后根据所学专业的不同来制定招收的数量啊？

总的配额年年都有，比如下年独立技术移民是4万朵点，包括海外和在岸的
如你假设，如果1万满了，那么从1万零1个开始砍掉，等待下次的重新分配。EOI 2年有效。按移民局说法是半年分配一次，那么你有四次机会。但是如果你分数不够其他人分数高，那么可能次次都没有你的份。这是其一。其二，递交了EOI，并不能获得bridging visa，所以如果EOI通不过，那么你必须离开澳洲进行下一次的等待。
