其实搭棚并不难，从设计，水泥工程，立钢结构，铺顶。。。我自己就能搞定。但因为council 要求必须有Licence的builder,才能施工，否则会受罚并拆除un-licensed的工程。unlicensed 的builder 也会受罚。

这里太严格了。
篷子要是与房子衔接，切是永久性的，就必须申请，且有资质的builder才能施工。
后院独立的篷子，面积12平米以下的,高2.5米，limited, 可以不经审批。
