我的一个朋友去年初管我借了一万澳元，并且用中文写下了欠条，上面明确写明将于2012年12月31号一次性还清所有欠款。

如今都过去了快两个月了，他也不还我钱，说没有钱还我。我让他分期还款也被他拒绝。

请问我现在该怎么办，我是否已经预备了起诉的条件，该怎么运用法律武器追回欠款？

我相当同情你的遭遇。如果你是有用中文写下欠条的话，那么便有足够的证据向对方追讨该一万澳元的欠款。
程序如下：-
1. 你首先委托律师行出一封律师信，要求对方在法定日期21天内缴付该一万澳元的欠款；
2. 如果对方在21天内还没有偿还欠款的话，你可以委托律师出一封告票入禀法庭，要求对方偿还一万澳元的欠款连同利息，堂费和律师费。本律师最近接到相当多关于朋友借款不还的咨询，在此，奉劝各位同学不要误信他人，借钱给他人周转。以免招致麻烦和无谓的损失。
