It certainly seems that we should meet at some point - however funding is such a major issue for PhDs that it's not really worth pursuing your ides much firther until you have some clear plans to support your research. Unfortuantely, LSE has very limited funding to support PhD students that are not attached to particular grants/programmes. Therefore, I'd suggest that you think hard about funding, and if it looks like it will be possible contact me again and we can discuss the possibiliites.
I really don't know if they have any funds to support PhDs, but you could also contact Professor ×× at the Centre for Urban Planning and Environmental Management at the University of Hong Kong. I have a link with them and I know that they are doing related research, including in the Guangdong Province.
