我8月24号递交的签证材料， 8月28号收到拒签信，
in view of the fact that you have claimed 10 points for funds under appendix c of the immigration rules, but the documents you have provided do not demonstrate that you are in possession of the required level of funds. the required amount for your course and maintenance in the uk is 14700. i am aware that you have paid 1000 in advance, making an outstanding balance of 13700. as evidence of this amount you have submitted a deposit certificate dated 15/08/09 with a balance of 11705.25. i am therefore not satisfied that you have achieved 10 points under paragraphs 10 to 13 of appendix c and meet the requirements to be granted entry clearance under tier4 (general student). i therefore refuse you application under paragraph 245zv(c) of the immigration rules.
背景：
我在英国有三个帐户，里面存着7000磅，分别是：
ISA 3000磅 8月20号开的bank statement,最后一笔交易是7月20 好
其他两个帐户加起来 4000磅 8月20号开的bank statement,最后一笔交易是8月13 号
银行正式的 bank statement 没等到， 去银行打印的，然后找他们每页盖章。
我在中国有一个外汇帐户， 里面存着11000磅
总共需要的费用是15700磅(学费 10300，生活费5400），我预付了1000磅学费， 所以需要提供14700磅的资金证明。
从上边的签证材料看， 签证官认可了我中国帐户的11000磅，英国帐户的钱没有认可，他在我ISA bank statement 7月20号的交易了画了跟红线。
问题：
1）我ISA上的钱即使不算，我还是够14700磅， 他为什么拒我？
2）开学在即？ 我可以申请review 也可以重新申请，review会不会很慢？
3）我以前在英国的有效签证不是不随着这次拒签，就无效了？
