求助~关于带宠物回国的问题

不是找宠物托用公司的  是跟自己同航班带过去的
我了解的差不多了  唯一的问题是我做国泰在香港转机  国泰网站上说还需要一个什么香港农署发的许可证 ... 这要怎么办啊  请问有没有类似经历的朋友  指点一下
