The long awaited Off-Campus Work Permit Program for International Students was announced April 27, 2006 by Citizenship and Immigration Minister Monte Solberg. This means that those full-time international students who meet the eligibility criteria and receive a work permit will be able to work up to twenty (20) hours off-campus during the school year and up to forty (40) hours during winter holidays, reading week and summer break.
In terms of timing, please be aware that the Ministry of Training, Colleges and Universities has stated that the program will take full effect in the Province of Ontario after June 1st, 2006.

1) The student initiates the process by obtaining the Off-Campus Work Permit Program – Student Acknowledgement and Consent Form [IMM 5582] and the Off-Campus Work Permit Program – Verification Form[IMM5581] from the Citizenship and Immigration Canada (CIC) website:

2) The student books an appointment with the staff person responsible for the Off Campus Work (OCW) program at

3) The student completes and signs the forms in front of the OCW person. The OCW person keeps the originals of these forms, and provides the student with copies.
4) The student must show their valid study permit at this meeting.
5) The student together with the OCW will complete the York University Supplemental Information sheet to be retained by the OCW.
6) The OCW then reviews the file to establish the student’s eligibility or ineligibility for this program.
7) The student will be contacted by the OCW to pick up a package once the student’s eligibility or ineligibility has been established. The package will contain either a letter confirming the student’s eligibility to participate in the Off Campus Work Permit program and a Verification of Eligibility form signed by the University’s Designated Institutional Representative (DIR), or a letter indicating their ineligibility and the reasons for it.
8) The student must submit a completed Off-Campus Work Permit application, fee and Verification of Eligibility form signed by the DIR to CIC in Vegreville Alberta.
9) The Student must wait until they receive their work permit before they engage in work, training, or non- approved volunteer work.
General Information
The student is responsible for applying for their work permit, and maintaining their eligibility for the program.
The University will report to CIC on a regular basis outlining the eligibility or ineligibility of each student who has received a verification form.
All correspondence between the student and the OCW person will be retained for the duration of the student’s time at York University
Students do not need to secure an offer of employment before they apply for this program.
This is an open work permit.
Although an open permit, a CIC officer can impose restrictions or conditions on the work permit.
Students must adhere to the restrictions on their work permit.
A CIC officer may choose to grant a work permit for the duration of the individual’s study permit, or any time less than that.
The student is advised to retain copies of all materials related to the Off Campus Work Permit program received from either York University or CIC

1. What is the new Off-Campus Work Permits Program for International Students?
The Off-Campus Work Permits Program for International Students is a new initiative that allows for eligible (see criteria below) international students to work off-campus during their studies.
2. Is York University participating in this program?
Yes.
3. How does this program differ from what International Students @ York are currently allowed to do?
Previously, International Students were only allowed to work on-campus unless they received a work permit to do an internship or cooperative job that was a part of their degree.
With the new program, students who are in full-time studies and meet the eligibility criteria (see criteria below) may work off-campus for up to twenty (20) hours per week during the school year and up to forty (40) hours a week during breaks and holidays (i.e. Winter Holidays, Reading Week and Summer Break).
4. When did this program come into effect?
On April 27, 2006, Citizenship and Immigration Canada (CIC) announced that the Off-Campus Work Permits Program for International Students program would take full effect. The Ministry of Training, Colleges and Universities has stated that the Off-Campus Work Permits Program for International Students in the Province of Ontario will begin after June 1st , 2006.
5. Who at York is administering this program?
York International is administering the program at York University.
6. What are the criteria for a student to be eligible for an off-campus work permit?
In order to be eligible for the program, students must meet ALL of the following criteria. You must;
1. Possess a valid study permit
2. Have studied fulltime for at least six (6) months out of the twelve (12) months prior to the date of your permit application
3. Have applied for the off-campus work permit through a participating institution (i.e. York)
4. Have registered as a fulltime student in a program other than ESL or FSL
5. Have signed a Student Acknowledgement and Consent Form authorizing the disclosure of relevant personal information
6. Have maintained good academic standing in your program of study
7. Continue to fulfill the terms of your study and work permit
