如果你是被人stalking的话，你是不需要目击证人或者录像的。你只需要委任一位律师做一份详尽的宣誓书，列明日期、时间、地点和被stalking的情况，并描述当时你恐慌的心情，然后律师会将这个宣誓书交到最近的警局。警局会安排检控官代你申请一个禁止令，禁止对方再跟踪你。
如果对方是学生的话，你可以在申请禁止令后，将该禁止令和你的宣誓书寄到移民局属下的人格委员会，人格委员会会考虑你的申诉，并会给对方28天的时间解释。如果解释未能满意，他的学生签证便会被取消。
