You will be able to commence the PR application process with the completion letter. We have done this in the past for various reasons, and DIAC have confirmed that this is suitable. You have 28 days to provide all your documentation.
You finish the program on 17 June, hence will be receiving the completion letter on this day, and then you will graduate on 22 June. Your graduation certificate will be dated 22 June. This will be mentioned in the completion letter.
