The Daily Telegraph has been told the Government has warned Star City operators Tabcorp that they need to pay more tax on their poker machines or face competition from a new rival.
Industry insiders have said Tabcorp baulked at the higher tax regime - which would bring it to the level of regular clubs and pubs - and the Government has now got its trigger for a second NSW casino.
Premier Morris Iemma is said to have told Crown Casino executives he was happy to work with Mr Packer in Sydney.

The new negotiations with Mr Packer are believed to be the reason behind the stalled negotiations between the Government and Star City casino over the renewal of its 10-year operating licence.
Sources say Mr Iemma's close friend and unofficial adviser Peter Barron has been lobbying on behalf of the Packer family for a second casino, tied in with its online betting interest Betfair.
When contacted, Mr Barron said he would not be making any comment about either issue.
It has been suggested that PBL is eyeing off a property in George St in the heart of Sydney's CBD for the new site. However, government sources have denied a licence would be granted in the city.
More likely is a casino in Tweed Heads, to stop punters rolling over the border to Jupiters Casino on the Gold Coast.
Other industry sources have suggested that Tabcorp itself - the only serious rival to PBL - might put in a bid for the second casino licence if it is in the Tweed and thus not a serious threat to Star City.
Another possible location is the Hunter Valley.
One insider said an announcement about casino licensing was set to be made as early as tomorrow but could now be deferred because of the furore over the Government's suspected move into online betting.
The Government had also been using the threat of a second licence in an effort to extract more money from Tabcorp for the renewal of the Star City licence and pokie levies.
This could see the casino's pokie tax rate jump from 24.5 per cent to closer to 39 per cent - an untenable situation for Tabcorp that would then give the Government the trigger for offering a second licence.

Senior government sources denied there were any negotiations over a second licence with Mr Packer.
They said Tabcorp was trying to spruik the rumour around town to embarrass the Government and get a better tax deal out of its own casino negotiations.
Mr Iemma said he had not had discussions with PBL about a second casino licence.
However, well-placed sources within the negotiations insisted Mr Packer had convinced the Government to issue a second licence.
There is strong speculation in the industry that Mr Packer could pay a premium on any casino licence that would also allow it to operate its online wagering company Betfair.
Betfair has dismissed as absurd reports that it is angling for a licence in NSW - because the company does not need one.
All it had sought was the ability to sponsor and advertise races outside its home state of Tasmania.
Betfair has an operating licence in Tasmania, enabling punters across the nation to place bets online with the exchange.
Regulations prevent it from advertising and sponsoring races outside the island state.
Racing NSW chief executive Peter V'Landys warned that the state's racing industry would face financial ruin if Betfair was allowed to operate in NSW.
