1.打开 https://ceac.state.gov/GENNIV/Default.aspx
选择北京， 点击start application
2.出现网址： https://ceac.state.gov/GENNIV/General/complete/complete_gettingstarted.aspx?node=GetStarted
选择 Option B - Upload a Previously Saved Application Using a File ，点击upload a previous application
3. 预览，选择保存好的-x.dat；填写姓，出生年； 点击“upload data” 后，
https://ceac.state.gov/GENNIV/common/ConfirmApplicationID.aspx
却又出现新的ID 码，Your Application ID is: AA0021IDH3
