关于手机欠费问题，找谁申诉？

是签的2年的plan吗？如果是的话，申诉也没用啊，因为charge与使用与否是没什么关系的啊，就算没用也要收费啊

是2年的。charge是charge啦，可是滞纳金有办法追回吗？如果解释的话。。。

一般来说的话交完钱之后要联系一下手机公司才能恢复服务，滞纳金的话可以和手机公司协商，说明的特殊情况，应该可以退还一部分。
