住在community 的单位，并必须要遵守community的规则。业主管理委员会在未发出罚单前，一般他们都会发出书面警告，如果你已经收到书面警告，还不理会，他们便会出罚单，一般来说，罚单是没有借口不付的，我提议你尽早缴付该罚单，以后遵照community的规矩居住。
如果community的单位每个都不守规矩，那天下便大乱了。

郑律师,我并没有收到任何书面警告,而且我们住在最里面, 根本没有给邻居造成任何通行困扰,至于车的噪音,哪个车启动不发出声音,他就说车太响,而且他自己组成的管理委员会,什么他说了算。我不知道这里随便什么community 都可以罚款,关键是连个申诉的地方都没有,一个70多岁的老先生想怎么样就怎么样,是不是太不公平了

你好，依据一般的community rules业主或租客是有渠道申诉的。如果你觉得这个事件太不公平，你可以委托一位资深的律师，并提供有关community rules给律师审阅，并指示律师依据community rules上诉的渠道向业主委员会抗辩。
一般律师的费用包括：和你开会、了解案情、阅读community rules（一般大约80-120页），草拟律师信向业主委员会提出申诉等，费用大概550元左右。
