OTAGO需要将材料送去专门评估部门评估吗？

我收到一份OTAGO的来信，它说in order for your application to be considered it will be necessary for u to submit your credentials to an independent credentials evaluation service.
我不知道这个是否需要，因为没听说过有这样的要求，而且送到美国专门机构评估course-by-course后收取服务费135美圆，我想请教一下各位是否有遇到过这样的事？
