Dear Editor,
I am writing to, via The Australian’s platform, draw public’s attraction to the suffering life of applicants from GSM Priority Group Four.
My name is **** Zhao and I am an independent-skilled (885) applicant for GSM as a professional translator, which falls in the Priority Group Four in the new Skilled Occupation List. I am currently working in a multinational IT company as a Networking Engineer. The long held application decision from DIAC without even a time frame really put my life in a dilemma.
While the government is paying much more attention to the asylum-seekers to show the world their great humanity and Australia’s mercy, very few has taken a good look at the poor life situation that is caused by the DIAC’s unsuccessful reform, which has caused 140,000 backlog. I do agree with this government’s determination and idea of separating immigration scheme from education exportation, but should those changes affect the applicants who had already eligibly lodged their applications long before the change?
Most of the life stories from G4ers are struggling and painful. I want to share mine here as an example.
I came to University of Sydney for Master of IT in 2006. During that year, I fell in love with this quiet and peaceful country, so I decided to stay. Based on the immigration policy at that time, I needed to fill two-year full-time study and gain 5 points more to reach 120 point eligibility line, so that I studied Master of Interpretation and Translation in University of Western Sydney in 2007. In September of that year, the policy changed again, DIAC decided that Australia needs people who can well command English language based on IELTS result. All of a sudden, IELTS became so popular and candidate has to rush to book a test seat at least 3 months in advance. The results coming out also went wild. A small proportion of candidates reached 7 or above in each band of the test but many more failed to reach all 7s at one time. A phenomenon of many candidates receiving a score of 8 or above in three bands but just 6.5 in the rest one became common. Candidates kept trying and got the same result but with the different band which got a score less than 7. At the same time, professional year came onto the surface to “help” fresh graduates who would not likely to reach four 7s in IELTS. One simple calculation of the expenses on IELTS and Professional Year can help us understand how much approximately G4ers have contributed on boosting Australian economy, excluding their living expenses and tax payment. After four times trying, I gave up IELTS and passed OET which is another recognized exam for English language proficiency. It is far more difficult for candidates who do not have any medical background because of the medical jargons. In August, 2009, I was finally eligible to lodge my PR application, but the endless waiting just started. During the time of holding temporary resident visa (485), I passed some IT-industry vendor-certifications like Cisco’s CCNA, CCNP and CCIE in security path as well as Redhat’s Linux RHCE. Currently, I am working a full-time permanent position in an IT company. My life is suffering from uncertainty, although anything else but the Permanent Residency has settled. My wife and I have a family plan as well as an investment plan on property, but without PR, everything seems too hard to decide. We also suffer from the worry of losing job with visa cancellation. Even so, we do not contribute less in tax.
Undeniably, some G4ers faked their application documents, but isn’t unfair to keep others applied with genuine documents waiting endlessly? I am wondering if DIAC is short of hands or incapable of dealing with this situation which is a consequence of its reform, if so, why not recruiting some more officers? Why can’t they pass the responsibility to migration agents just as what they did for Group 3 with DRC (Decision Ready Checklist) last year? The government may think it is humane to leave genuine G4 applicants suffering from the uncertain life and, in the end, force them to leave the beloved country where they studied and lived.
I was relatively lucky to find a job in the job market filled with bias to non-PRs. Also, l cannot remember that how many times the conversation between HR officers and me ended roughly at the time I was asked about my visa status. Who cares these waiting applicants? They are not illegally staying, they are contributing and they have skills that Australia needs. However, DIAC plays ugly.
Last but not least, I strongly urge the editor to help us pull the public’s attention and fight the unfair treat from DIAC. I have many sad separation stories between G4 husband and wife, as well as parents and children. Most importantly, they do not deserve suffering from the unsuccessful immigration reform and they truly need to be treated humanely.

本人英文不好,写信发帖只是希望能多些人去给媒体讲述G4对DIAC不公正待遇的看法,总是看人讨论的多,做事的人少。每个人力所能及地写信讲述一下自己的遭遇,信多了,媒体自然会关注,仅是个案,自然容易被忽略,况且投诉的是政府部门。
写信纯属个人行为,在这里我仅号召小飞和我一起写信。
希望都能加把劲,努努力,不要不尝试就泼冷水。

拍砖的希望不要就我英文太差,或是拿工作说事,我是希望鬼子媒体能够了解,G4的人在工作在缴税,但是生活不稳定,在受苦。
