我2009年10月15日澳洲TAFE留学签证被拒。拒签理由：使馆在电话调查银行时，银行柜员对于我的贷款情况的解释没能让签证官满意。
原文：
Investigation report :A bank clerk from China CITIC Bank, Shenyang Tiexi Branch on 14/10/2009 confirmed the borrower's name, amount of loan and length of loan. She advised the loan will be frozen in the bank and the subject has no access to the funds even after the visa granted. The applicant needs to have access to the funds for entire period of study or 36 months.Therefore the decision officer could not be satisfied student has access to the funds to support study in Australia.
我今年(2010)打算2次签证，44W的担保金已经存够了6个月。我也刚考完雅思5.5(单项没低于5)
问题：1、您们觉得我2次的申请材料还需要对上次的拒签情况作出解释么？应该怎么解释呢？？
2、我2次签证的材料，除了把新的银行存款证明加上，父母的收入证明还用上次的可以么？？
3、您们觉得我这签证成功率有多大？还有什么需要注意的么？？
