关于债务问题

我的一个朋友去年初管我借了一万澳元，并且用中文写下了欠条，上面明确写明将于2012年12月31号 一次性还清所有欠款。

如今都过去了快两个月了，他也不还我钱，说没有钱还我。我让他分期还款也被他拒绝。

请问 我现在该怎么办， 我是否已经预备了起诉的条件， 该怎么运用法律武器追回欠款？
