车子过户、但是给错了rego单子从而过户成了原先报废车的名下，而且交了rego， 本该要卖的车rego也过期、且名字还在车主名下，现在新任车主开着没有rego的且过户没有成功的车子被摄像机拍到并且邮寄来了6张1000块的罚单。这个罚单如何处理？责任在哪一方较大？如何处理此类事物 比较麻烦补充一下、A有两辆车、一辆车S因为之前事故卖给修理厂了。A卖车给B本来要卖另一辆车X，但是不小心或者过户成了车S。并且以为把X车的rego交过了，其实rego交在了车S。双方以为交易完成、但是A回国探亲、无法收到政府罚单、B开车X被摄像头拍下来、认为没有rego， 罚款一千、等到A回来发现有6张这样的罚单、然而B也不知情违反规则、所以现在罚单没有人承认、且B在买车的时候因为X车过期rego、不放心先补交了rego再去过户的。基于此、有没有减免罚单的可能、或者怎么处理、责任主要在于谁
