Ms Rau, 42, of Henley Beach, is demanding $6 million but it is understood the Government's offer is about $2 million. This is about double the offer made by the Coalition government last year, understood to have been almost $1 million.
Immigration Minister Chris Evans yesterday said the new Labor Government was "committed to resolving Ms Rau's compensation claim as quickly as possible".
He declined to specify the amount but sources close to the negotiations described the new offer from the Labor Government as "significant".
' In an interview with The Advertiser yesterday, Ms Rau appealed to Prime Minister Kevin Rudd to agree swiftly to "the right amount" of compensation to demonstrate his intention to create a more "compassionate" Australia.
Ms Rau is suing the Commonwealth for wrongful detention in the NSW Supreme Court. Her lawyers, instructed by the South Australian Public Trustee, which manages her financial affairs, are negotiating a settlement on her behalf.
The Advertiser understands Ms Rau's lawyers must respond to the new offer by March 6.
In October, Ms Rau's lawyers rejected a $50,000 interim payment from the then Howard Government and an initial compensation figure as "well short" of what Ms Rau was entitled to.
The German-born Adelaide resident has been frustrated by her three-year wait for compensation since her release from Baxter Detention Centre in February, 2005.
She was suffering from a mental illness when she was detained for a total of 10 months.
Ms Rau said she expected the compensation claim to be finalised soon. "I've been waiting for so long for this matter to be resolved," she said.
"The lawyers are asking for $6 million, but this will be settled soon out of court."
Ms Rau called on Mr Rudd to offer appropriate compensation to be true to his election mantra of creating a more "compassionate" Australia.
In July, 2005, then Prime Minister John Howard made an official apology to Ms Rau and wrongfully deported woman, Vivian Alvarez for their wrongful detention by the Immigration Department.
Ms Alvarez's case was settled but Ms Rau's remains in limbo.
Former immigration minister Kevin Andrews did not return calls yesterday for comment.
Ms Rau said she was undertaking a Bachelor of Arts degree and hoped any compensation would allow her to start her own business and buy a home near the beach.
"I haven't been able to find a job and it's pretty scary just being me and not knowing if I'll ever find a job again," she said. "My life has been on hold for the past three years."
