请教各位:使馆的信里这一段关于学历话到底是什么意思

刚收到香港使馆的来信，信里有这么2段：

It is your responsibility to submit this request to CADGEDC directly along with a copy this letter and appropriate fees. CADGEDC’s contact information, application forms, processing fees and further information on the application process are available on the CADGEDC website: www.cdgdc.edu.cn
We require [U]two[/U] original credentials reports. You must submit to us the original report you receive from CADGEDC, and arrange for CADGEDA to send a second report directly to our office in Hong Kong.

第一段话，我明白。香港领事馆让我去CADGEDC去做学历和成绩单的认证。
可是第二段究竟什么意思？似乎是使馆要求我做两份认证，并且把第二份认证通过CADGEDC 寄给香港领事馆。可是如果香港领事馆只要第二份认证，那干吗要求我必须做两份？
我到底应该做几份认证？是不是得让CADGEDC寄一份给领事馆，然后我自己再寄一份给领事馆？
