不能复制选中内容，只能全篇打过，很佩服自己的耐心。
研究移民局的议案，about capping and ceasing，发现以下内容。
首先，大家还记得section 499吧，太阳版主给的移民局材料里面的，关于优先权的内容。
以下就是section 499相关。
The uneven distribution is being addressed through the Minister's Priority Processing arrangement. The Minister has the power under section 499 of the Act to give written directions to a person or body having functions or powers under the Act about the performance of those functions or the exercise of those powers.
Currently the GSM Program has a section 499 direction in place (Direction 45) which directs the order in which applications for GSM visas are to be considered and establishes the "CSL". Under Direction 45, an applicant who is sponsored by an employer or a state or Territory Gov will have their application considered ahead of an applicant who dose not have a sponsor.
Also, under Direction 45 an applicant who nominates an occupation that is on the CSL will have their application considered before an applicant who nominates an occupation which is not on the CSL.(用手打的。。有打错大家谅解)
看了上面的条款，大家应该了解，CSL就是499生下的东西。
Direction 45产生州政府担保优先权。
关于CSL，政府成为之短期计划，并且要取消，取消的原因不是因为跟论坛版友称之为“操蛋”，所以要取消，而是因为，CSL
However, whilst the current Direction prioritises GSM applications which will deliver skills in critical demand, it does not provide a long term solution as it does not deal with the growing number of applications in the pipeline which nominate the same occupation.
不是因为CSL短视，而是CSL不能解决pipeline内部，同一职业申请人数过多的问题。虽然我不清楚这个时候，在政府多次重申的和他们的做法不一致的原因（取消CSL，所有申请人同时开始申请），不过所谓方法，就是，先关门，再处理。所谓关门就是新SOL，堵上漏洞，这个跟他们说法一致，这样能长期的解决某些专业申请人数过多的问题。然后内部处理，这个看情况是DIAC准备用CAPPING来解决了。不过奇怪的是，capping议案能不能生效，生效时间DIAC怎么有把握一定可以？如果生效，是不是代表，在71来之后，还未出现CAPPING法案的这段时间，通过申请得到PR的三无朋友就是幸运的呢？
CAPPING是DIAC不能操控的，不过优先权是DIAC可以操控的，在取消优先权的情况下，不清楚下一步DIAC的目的具体如何。因为SOL是没有优先权的，而且SOL也不可能出现优先权，就像我说的，会计同学的英文认定本来就有个空档期。但是是要4个7？还是要4个6？
提交议案申请CAPPING来解决PIPELINE的问题，一方面取消优先权（洲担保雇主担保优先不算，这个很早就有），所有申请人一起开动，这两个做法是很矛盾的，但是现在，确实是这样执行的。
在71前还是这么不明朗，
