求问职业评估的结果是什么意思？

我申报的是电子工程师，结果出来了，里面有2个疑问：1）Standing as a Professional Engineer(Skill Level1) in Australia. 这个Skill Level1是什么意思？
2）Your additional qualification from XX university has been assessed as broadly comparable to an Australian Master degree for the purposes of awarding points for qualifications under General Skilled Migration points test.  这是说可能可以加分吗？
