At meetings this week in Canberra with the Minister’s Senior Adviser,and with senior Departmental Officers, clarification was obtained onseveral issues:

1.GSM applications lodged before new SOL
关于新的SOL出台前的GSM申请
Any GSM applications lodged between now and when the new SkilledOccupation List (SOL) comes into effect in mid-2010 will be assessed onrequirements current at the time of application. That means that theywill be assessed on the current SOL, and not the new SOL.
到2010年中旬新的SOL生效时间为止，任何GSM申请都将根据申请当时的移民要求进行评估。这也意味着他们将会根据当时的SOL而不是新的SOL标准进行评估
Such applications will of course not be able to claim MODL points.

2.Capping and Ceasing of Pre 1 September 2007 Offshore Applications

The capping and ceasing of these offshore applications is likely tohappen in March. The Minister’s office has advised us that departmentwill be looking closely at these applications where the applicant isactually onshore, and in some cases (eg, where they have been onshorefor a considerable period of time and have children who have been inschool in Australia for a long time) consideration may be given togranting those visas, or to guide them to another visa option.

It is strongly advised that if you have clients who lodged an offshoreGSM application before 1 September 2007 and who are currently inAustralia, you should contact DIAC to discuss their situation.
如果你已经有客户在2007年9月1日之前递交了离境GSM申请并且目前在澳大利亚境内，强烈建议你联系移民局来汇报他们的目前状况。
The refunds for application which are capped and ceased will be made tothe person who paid for the application. Refunds will be by cheque, orby electronic banking where DIAC has those details.
那些被限制并且被终止了的申请的收费将会通过支票或者根据在移民部登记的资料通过电子银行转账形式退回申请人。
3.Review of the General Skilled Migration Points Test - Discussion Paper
一般技术移民评分制度的回顾——讨论文件
The Commonwealth Government has issued a Discussion Paper on a review of the Points Test for General Skilled Migration.
联邦政府已经出台了关于一般技术移民测试的讨论文件
Suggestions or comments should be sent to the Assistant Secretary, Labour Market Branch at [email protected] by Friday 12 March 2010.
