只针对边远地区被sponsored的移民申请人。意思是开始只能拿三年临时签证,三年中必须full-time工作工作12个月才能转为PR.
看样子那些申请边远地区留学生移民的也不受影响

Technical amendments

The following changes to the Migration Regulations 1994 (the Regulations) will be introduced from 1 July 2006.
New Two-Stage Skilled Designated Area-Sponsored Visas
From 1 July 2006, clients are no longer able to make a valid application for a Skilled Designated Area Sponsored visa (subclass 139). That subclass will be replaced with a two-stage Skilled Designated Area Sponsored visa process.

Transitional arrangements
Nil.
Applications for a Skilled Designated Area Sponsored visa (subclass 139) lodged, but not finalised, by 30 June 2006 will continue to be processed under the Regulations in effect as at 30 June 2006. If all visa criteria are met, a subclass 139 visa will be granted.
Technical amendments
In addition, the following changes were introduced to:
enable Bridging visa A and Bridging visa B holders to make a valid application for the following visas except where the bridging visa was issued in relation to an ineligible student visa:
a Graduate Skilled Temporary visa (subclass 497)
a Skilled Independent Overseas Student visa (subclass 880)
a Skilled Australian Sponsored Overseas Student visa (subclass 881)
a Skilled Designated Area Overseas Student visa (subclass 882)
enable applicants who had a visa cancellation set aside by the Migration Review Tribunal to apply for one of the following visas
a Skilled Independent Regional (Provisional) visa (subclass 495)
a Skilled Independent Overseas Student visa (subclass 880)
a Skilled Australian Sponsored Overseas Student visa (subclass 881)
a Skilled Designated Area Overseas Student visa (subclass 882)
remove references to the National Office of Overseas Skills Recognition (NOOSR) and replace with a reference to the Department of Education, Science and Training
provide for the fee for an assessment of a person's occupational skills or experience and educational skills by a government agency to be specified in an instrument in writing
clarify that for the purpose of allocating Migration Occupation in Demand List (MODL) points, the relevant MODL is the list in force at the time of application or the time of assessment, whichever is more favourable to the applicant
require that where an assessment that the applicant's skills are suitable for the nominated occupation is based on an Australian qualification obtained while the applicant was a student visa holder, that qualification must have been awarded as a result of full-time study of a CRICOS registered course
remove Public Interest Criteria 4009 from the New Zealand Citizen Family Relationship (Temporary) visa (subclass 461).
Transitional arrangements
Amendments to the Regulations and Schedule 1 to the Regulations apply to applications for a visa made on or after 1 July 2006.
Amendments to Schedule 2 and Schedule 6A to the Regulations apply to applications made but not finally determined before 1 July 2006.
