大家帮我看看UQ是不是给的CONDI OFFER

E-MAIL上这样说：
We are pleased to advise that your application has been (conditionally) approved by the Faculty of Business, Economics and Law.
Please note that this is not an official offer and your official offer may be subject to additional conditions. You will receive an official offer letter from the university's International Education Directorate (IED) in due course.
想问的是：
这个是不是表示我有了CONDITONAL OFFER？还有里面的OFFICAL OFFER 就是FULL OFFER么？
如果是CONDI OFFER的话，上面怎么没有说要给我寄书面的过来啊？那我怎么申请PVA啊？？
