求教从布里斯班经悉尼转机回国的流程

在悉尼机场转机的时间比较短，1小时40分钟
以前没有这么走过，所以有几个问题想是先搞清楚，特此求教大侠们

从布里斯班到悉尼机场下飞机是在t3，要坐Qantas seamless transfer bus到t1
但我不太清楚此时的托运行李在哪里拿？是
(1)在t3取出在t3 re check-in？还是
(2)在t3取出然后到t1 re check-in？（不会这莫遭罪吧……）还是
(3)都要到t1办理——到t1再拿行李也在t1办re check-in？

是否要填写“外国人出境手续卡”之类的，应在何处何时（哪一步）填写？能否提前填好？

Your flight from Brisbane will depart from the Domestic terminal, you will need to check-in at least 1 hour prior to departure.  Your check-in for the total itinerary will be done in Brisbane and your baggage through checked to China, you will also be given boarding passes for both flights.  On arrival in Sydney you make your way to the International Transfer lounge located adjacent to departure lounge two.  You will be transferred airside to the International Terminal and clear immigration there prior to boarding your flight to China.

这就是说，托运行李只要在布里斯班机场checkin一次就可以了，到悉尼转机时不需要理会托运行李，行李会自动转到去中国的飞机上。

这是不是也意味着，如果要清关退税，也要在布里斯班机场完成了？（不然瓶瓶罐罐的又没法都随身带上飞机）
