我现在加拿大，移民身份，想申请父母和妹妹。我妹妹今年满22岁，但还在念书，大二，还有一年。
我想知道的是：移民局计算的年龄和时间是从收到申请表的时候算起，还是要到最后决定要不要给签证的时候算。
如果在递表的时候已满22岁，但还在念书，而在签证发下来之前书已经念完了，这样会不会影响签证？
