这是没有经过研究生院同意的offer么？？？是不是还有可能被研究生院刷？？？
还有是不是要出国实习他才会决定要我啊？？？？？

Congratulations, I am pleased to inform you that your application for the Master of Public Health programme (MPH) at HKU has received preliminary approval at the departmental level. We are recommending to the University that you will be given an admission offer that may subject to the submission of supporting documents (i.e. original/certified true copy of official academic transcripts/certificates, satisfactory IELTS/TOEFL score report, and/or referee's reports). We will send you an separate email if we have not yet received the aforesaid documents.
It will take around 3-4 weeks for the Board of Studies, Master of Public Health to complete the entire approval process. Afterwards, the Faculty Office will issue an official admission offer letter and send to you by postage and by email to the corresponding address listed on the application form
